As European environmental regulations and China’s measures for controlling pollution from electronic information products were implemented, electronics manufacturers needed stronger hazardous-substance controls and supply-chain material declarations. XRF was already widely used for rapid screening, but some technical and management personnel needed better knowledge of instrument selection, use, maintenance and analytical methods.
In 2009, the Ministry of Industry and Information Technology’s Technical Promotion Center for Pollution Control of Electronic Information Products launched a series of technical exchanges on hazardous-substance controls and rapid XRF screening. The first seminar took place in Shenzhen in March that year. The Tianjin event used the then-published IEC 62321 standard to help companies understand domestic and international regulations, standards and XRF methods.

The meeting was scheduled for July 23, 2009, from 09:00 to 18:00, in the Fortune Auditorium at Tianjin Fortune Haowei Hotel, 79 Jintang Road, Hedong District, Tianjin. The hotel switchboard listed in the notice was 022-5829-9999.
The format combined lectures, discussion and interaction. The notice planned to invite ministry officials and Chinese experts involved in developing IEC 62321. Participation was free. Receiving organizations were asked to circulate the notice, organize attendance and fax registration forms after confirming their participant lists.
